Answering my own question (and it would be nice to have this documented
somewhere!), the solution is to use a more recent dh-python dependency
and depend on python-setuptools-scm explicitely, *and* use
--buildsystem=pybuild.

I'm not using PySide at all, and won't have capacity before the freeze to
tackle this migration. To make this clear, I have pushed my removals from
Uploaders' field in both pyside and pyside-tools.
