Answering my own question (and it would be nice to have this documented somewhere!), the solution is to use a more recent dh-python dependency and depend on python-setuptools-scm explicitely, *and* use --buildsystem=pybuild.
I cargo-culted the (>= 2.20160609~) dependency from python-keyring, but I don't really know what I am doing. I expected something about this to be documented in a README.Debian file.
