The port is 139. At our campus we have stopped incoming messages on
port 139, but we allow its usage within the Departments. We have
stopped the unsolicited "pop-up" windows created through the messenger
service while maintaining the service for communications within
research groups.

I read about this somewhere but cant quite remember where. they
suggested blocking to ports as windows uses this service internally. i
personally dont know as i dont have any windows machines here. a google
search should show up what ports you need to block. though perhaps you
should block all
I think what you have happening is that some sweet student is issuing, from
the command prompt, the command:
net send
Students shouldn't have access to RUN, CMD, or the command prompt...

I can't tell what all of them are, but here are the ones that popups
come in on:
135, 137, 138, 139, and 445 (I am not sure about 136). Block these
ports and I believe you block all the popup messages.
