I agree with Zoltan. This is probably a windows-only bug, relating to the
accent
above the 'a' in "Abraao"
Can you try moving it to a path with only ascii characters and opening it from
there?
If this works, we can try to track down the bug (although windows bugs are hard
to solve).

Hi Abraham,
I could open the attached csv file with psppire (the graphical UI to
pspp that you have also used). However I am on Ubuntu and using psppire
0.8. I *guess* the problem might be that the path to your file contains
some non-ascii characters. Try to put your file let's to C drive root.
