In my case the issue is that if you delete /etc/machine-id, then
journald will crash.
I tracked it down with strace.
I would say it's a bug to crash if it's not available.

No. Journald doesn't start from boot, rsyslog does but isn't listening
to the socket.
and if I run
$ logger ciao
logger: socket /dev/log: Connessione rifiutata
Files open by rsyslog are these:

I am experiencing the same problem, but upon reboot journald won't
start, so I have no logging whatsoever.
For this reason I'm raising the severity of the problem, since I have
no way of knowing what the daemons on my machine are up to.
