For a slim editor you might want to take a look at http://www.winsyntax.com
http://www.crimsoneditor.com
It's freeware, It's small, and does syntax highlighting for many languages
including PHP.

Has all the PHP functions and highlighting. There's no built in debugger,

I use Homesite 4.5 but its not free. There is a freeware version of SynEdit
that works great with php3. I am not sure if they updated it for php 4 or
not. I dont have the link right now, but I will try and find something. The
software is designed by MikiDesigns and the name is SynEdit.

If you insist on freeware then you should check out either PHP Coder
(http://www.phpide.de/), or jEdit (http://www.jedit.org). If you're
willing to spend a little money ($30 USD) you should really check out
UltraEdit (http://www.ultraedit.com).

I use SynEdit http://synedit.hypermart.net/
It has all the features I need for both PHP and HTML.
It's free. I think it's powerful. It has syntax highlighting for
37 languages, including PHP3, HTML, Perl. Plus the highlighting is
customisable.

I personally use WinEdit 2000 for my Windows based PHP coding. Color-coded
language syntax and multiple editing tabs for files... check it out anyway.
I'm not sure of the URL, but a search on Google or most likely even Tucows
would find it.
Hope it helps!
