created the folder myself
and it works just fine, all you have to do is put x86 and x64
folders in it and put deps, pecl (if needed) and your
php-5.5.4-src folder in it too, and you will all set.

If you are having problems with IIS
loading PHP scripts, try using this to enable it:
http://phpmanager.codeplex.com/
That worked for me when IIS was having problems loading PHP.
