If you are having problems with IIS loading PHP scripts, try using this to enable it:

That worked for me when IIS was having problems loading PHP.

Unable to connect
          Firefox can't establish a connection to the server at localhost.
  The site could be temporarily unavailable or too busy. Try again in a few
    moments.
  If you are unable to load any pages, check your computer's network
    connection.
  If your computer or network is protected by a firewall or proxy, make sure
    that Firefox is permitted to access the Web.

The URL at this point is

http://localhost/DisplayMCWPubs.php

which is the php file that runs fine from within the server (the php file executes some sql and displays the results on the webpage).

I have tried duplicating the security settings I find for the iisstart.htm file for the DisplayMCWPubs.php file, but that doesn't do anything.

What am I doing wrong? Anyone?
