First obvious dum-dum question, do you have the upload bandwidth to support a 128k stream of any kind? If your upload speed is rated at exactly 128k, you may be bumping up against the maximum capacity of your circuit, in which case these dropouts and rebuffers would be quite expected. I've learne

Yup, the only time I would do 128k stereo is if you know you have a lot of bandwidth to play with. Also, I would make it an mp3 stream, as opposed to a stream that can only be played with realplayer. Winamp and other compadible mp3 players are better able to handle streams when they buffer. You
