It seems that the Conffiles section of /usr/lib/opkg/status should
contain one conf file per line.
The Buildroot uses opkg on the host now, so your patch should be obsolete.

The RTL8366S/RB support connecting a second mac to it and using the 5th
port as an independent phy. Therefore we need to handle autonegotiation
