Also it seems that dco on Linux has the same issue with Mullvad.

Just a heads-up. I assume you use Mullvad. I downloaded mullvad ovpn
profile and was able to reproduce this issue - no error in openvpn or
driver log, but no traffic flow.
I'm looking into that.
