It works, but I think is time to move them to os-apply-config to avoid

As admin, use the parameter is_public='none' to retrieve all the
images(using v1 api). With v2 api, there is no need for a extra parameter
(also as admin).

I think nova should completely ignore this issue and boot the image no matter
what. This is an operational 'workflow', and nova doesn't need to know about
the image internals at all. If it boots, then is not nova problem.
