oslo.message target can be created with fanout set to be true to allow a
message to be consumed by multiple consumers (targets), however, it does
not really work. Looked through oslo.messaging test cases, there is no one
test case actually test fanout=True. Is this a bug or I am not using it
right

Then you will need to configure all the pieces correctly to be able to send
cadf messages to a http endpoint. but if you just want to save cadf
messages in ceilometer data store, then http dispatcher is not needed.

I think that for swift, you will use the swift ceilometer middleware
to do that. Have not looked at that for awhile.

try with a tiny image and see what you get. If you suspect that the
available RAM is the issue, use the tiny flavor to begin with and see what
happens. if tiny one is ok, you at least can remove some of the factors and
focus on your baremetal.
