if it is an ubuntu env, it should be something like this:

/usr/bin/python /usr/bin/neutron-metadata-agent
--config-file=/etc/neutron/metadata_agent.ini
--log-file=/var/log/neutron/neutron-metadata-agent.log
--config-file=/etc/neutron/neutron.conf
