I am running openstack liberty on my testing env.
My test env just experience a power failure and all the openstack servers
just rebooted
ALL the vms on hypervisors are showing "shut off" state when using:
# virsh list --all
on the dashboard, all of them have Power State "Shut Down".

Please ignore the previous msg.
After a few minutes, all vms have status "shutoff".
I guess this is the behavior how nova compute sync the power status with
hypervisor.

I am new to openstack. I just deployed Openstack liberty using ceph as
