ad5829aa1f8a, is included in both Debian and Ubuntu in make

The patent for lame and mpg123 have expired, and the LICENSE_FLAGS
have been cleared in oe-core recently. Since sumo uses the same
version of the software, I thought it would be a good thing to clear

The WIC's 'part' can now give a name for GPT partition in WKS file.
It's similar to '--label', but is naming partintions instead file systems.
It's required by some bootloaders to partitions have specified names.
