Just a quick check, in your q-svc logs do you see the Sample Plugin to
have been loaded instead of the Linuxbridge Plugin?. Becuase the tables
should be created within the quantum db when the Linuxbridge plugin is
loaded.

I have some ideas about vif-plugging and Security Group.
I added a sub topic to vif-plugging.
** vif port parameter handling (or portprofile)
VIF Driver should be available to handle plugin-specific port parameters and/or
helper functions.
