I'm needing some standard place to put my modules about digital libraries.
My idea was DigLib but someone from PAUSE said they aren't accepting abbrevs.
So, I'm asking for the creation of the Library namespace (yes, in the root).

I plan to contribute modules that can parse internationalized source code
for certain hardcoded strings, locales, etc. I would also like to release
