I can see it in 02packages now, MetaCPAN shows the same release when I look for
URI and I can see the expected perms on URI (first-come to OALDERS, and
co-maint to a case of thousands, at more than 5 anyway).
It may be that Olaf or som
* cpan can't find it because it's not 02packages.
* cpanm doesn't find it in cpanmetadb and falls back to BackPAN.
* It's 404 on MetaCPAN https://metacpan.org/pod/URI
* PAUSE permissions doesn't find it:
