I can see it in 02packages now, MetaCPAN shows the same release when I look for URI and I can see the expected perms on URI (first-come to OALDERS, and co-maint to a case of thousands, at more than 5 anyway). It may be that Olaf or someone has fixed this between your email and mine, but at least everything's ok now.
