I've emailed Ishigaki-san, the admin for CPANTS. My guess is that CPANTS caches
06perms.txt and it hadn't updated the cache, when processing your 0.16 release.
I've emailed him again, to point this out.

It won't be fixed for the 0.14 release, as CPANTS doesn't regenerate the pages
when there's been a change in the PAUSE indexing perm
