We moved outbound IP address a few months ago, and the only provider
that we are still needing to deliver to using the old IP addresses is
qq.com, which is rate-limiting the new range with the messages:

If anyone is receiving abuse complaints from "spamhaus.me", could you
fling me a verbatim copy of a couple of them?
It isn't Spamhaus - I somehow doubt it has operations in Russia. It
doesn't even have a web site.
