The SPF crowd would claim otherwise, that -all means reject the message
with or without other stuff, but I agree that in practice you can't do
that other than for plain -all meaning we send no mail.

BTW, just to be absolutely clear, that is just my own thoughts on the subject
based on experience in a different area.
I have no knowledge, direct or apocryphal, about how this would actually impact
deliverability at "Outlook/Hotmail/Live".

We've cleaned our list several times, inspected our email, kept the unknown
user rates low yet
