More info…
The missing tags problem appears to be inconsistent. I do find some
tags on older messages, but not all the tags. It also seems to more of
an issue (but unfortunately not exclusively) associated with tags that
are all lower case (vs Capitalized). Does that make any sense?

Ok - I've added the same tags to the other install and looked at the
activity log and I DO see PERMANETFLAGS with my list coming across. And,
when I add a new tag to a message, it shows up in the other install.
What is interesting is that the old tags that I have defined are not
showing up as
