More info…
The missing tags problem appears to be inconsistent. I do find some
tags on older messages, but not all the tags. It also seems to more of
an issue (but unfortunately not exclusively) associated with tags that
are all lower case (vs Capitalized). Does that make any sense?

What is interesting is that the old tags that I have defined are not
showing up as linked to the existing email in the new install. In
fact, I can add a new instance (of a tag) to a message that has
"missing" tags and only the new tag instance appears on the email when
displayed on the new install. This means that the first install has
two tags on a message, while the new install only has the new one. So
there appears to be some sort of temporal issue as to when tags are
recognized. Does that make sense? I'd sure like to get all those "old"
message tags over to my new (mobile) workstation.
[Interestingly, I asked the support folks at 1&1 if they supported
IMAP keywords and they said "not yet", but I think it's still working]

Make sure you have defined the same tags on both computers in the
Tags preferences pane.

You can check that in the Activity Viewer (⌥⌘0). Open the window,
synchronize the account, and then select one of the connections to
the server to see a detailed log in the lower part of the window.
Look for something like this:
S: * OK [PERMANENTFLAGS (\Answered \Flagged \Draft \Deleted \Seen
$NotJunk $Junk ... \*)]
The important part is the `"\*"` at the end of the line. This is the
server telling the email client that non-standard/listed IMAP
keywords are supported.
Is there something I can check?
You can enable the “Raw Flags” column in the messages outline to
better track what happens with the IMAP flags/keywords used for the
tags.
There is no workaround for servers which do not support IMAP
keywords. The only major IMAP implementation that I know does not
support IMAP keywords is IMAP for MS Exchange.
