It sounds like your issues may be slightly different from mine. It should make
no difference whether your keyboard is set to British or American English. I’m
not sure what else to suggest, though, hopefully someone else can help.

That is disappointing to hear that devices connected to your USB hub do not
automatically reconnect on reboot.
I have the exact same Mac mini as you, and I am using a Belkin USB hub
purchased from the Apple store, and I do not experience this issue with the
Belkin hub.
