Does sound a bit convoluted. You can always create a keyboard commander to
do this either option o, option p or option 8 would make sense to me.
So, bring up VO Utility (vo-H (twice) and then type util )
Move to commanders command-8
Select the keyboard tab
Press the Add button.

To open the VO Utility on a Touch Bar Mac, simply press vo-fn-8. No need to
mess with the Bar at all; in this case, as with most VO commands, adding the
function key to a regular number will work as though you'd pressed the f key of
the same number. Speak window title, for instance, is vo-fn-2.
Well, nobody answered the original question, yes there are other ways to
get to the dock, but there is such a thing as finger memory.
To correct this problem usually you only need to type control-F1. If this
happens to you quite a bit, you can also disable the control-F1
functionality.

recognition would see your face

some success?
