Basically, when voiceover is off, it’s completely off, and you as a blind person can’t use the features of VO. when voiceover is on, but speech is muted, if you have a braille display attached, you can still use that, and magnification is still on, so if you have partial vision, you can use it,

Hi, Audio description only works on the third generation. You can, however, use an iPhone or iPad and get Netflix descriptions and then airplay the show including descriptions to the Apple TV. The second gen cannot run the latest Apple TV update which is required for audio description. Robert
