I believe That is not a bug but by design and I only barely notice this when the wrap sounds play. Not during the selections sounds The sound effects are there as a means of providing other types of information such as spacial. If they fired at the same time as speech, they would be squashed.

You'll want to use Disk Utility which is found in the Utilities folder. You can get there quickly when in the Finder by doing command-option-U. Basically you'll have to navigate to your USB drive then navigate to the Erase tab where you'll find options for what format to use and the name to cal
