I may be wrong here, but from when i tested Chrome vox i couldn’t get at
functions in the menu bar with it, that is i’m more or less stuck if i want to

once within that column before pressing the Add shortcut button.
Also, have you repaired permissions lately? Sometimes, repairing permissions
can cure all kinds of anomalous behaviour.
