Right, I have worked out what the issue is. When you press option-i to launch
iTunes, you must release both keys at the same time. If you hold the option key
down for too long, you'll get the choose library dialog, but if you let both

You could also pop the file into iTunes and then convert it to mp3 there
with whatever settings you want. Doing the mp3 compression twice seems
like it's going to give you either a larger file, lower quality or both.

Unfortunately, not that I've found. There's a time indication, but you can't
actually move it, unless that's a VO limitation. I find the entire audio/video
playback experience in Safari to be lacking; you can't seek, there's no total
time display, you can't fast forward (only rewind)...
