Maybe try turning down the volume when not in use so it will not announce it to any extent that anyone would be able to hear it that you don't want to hear it? Maybe do the 3 finger double tap to mute speech when not in use and then just quickly unmute it with the same command when you want to hear

One thing to do is mute the phone. When "speak notifications on lock screen" is disabled, and when the phone is musted with the mute switch, vo says nothing at all unless you touch the screen, just as you are wanting. Personally, I have my speech rate at 100% and the vast majority of my callers
