The way I have resolved this dropbox syncing issue is to simply
restart the computer and generally it will force the download to begin
and appear in the dropbox folder.

Please note that Sharp Keys is a Windows application you will need to install
on the Windows side of your computer. I prefer remapping my right opt key to
be the capslock-insert key, also, in case that´s helpful. I find it the most
comfortable.

I don't think you can do this natively in OS X. You can use disk Utility to
create an encrypted disk image of a folder. FileVault encrypts the entire
system disk. You could lock a file or folder or change it's permissions to
grant no access, but I am not aware of a way to place a password
