Hi, Download Xcode from the app store. It's a complete IDE for the Mac, which is completely free. And, based on preliminary usage, it works well with VoiceOver.
There are free online tutorials available for learning to code, using coco, C++, etc. However, the best bet seems to be signing up for a subscription to Safari Books Online. They've got a massive collection of technical books for Mac, Windows, Etc, Etc. There are various books on the subject of Xcode.
