I'm not a regular vo user, but I notice that when I turn it on and flick the
speech rate slider it jumps in increments of 7. 7,17,27 and so on. Very
strange.

decremental rate is not 1. It goes by 10 or 5 or something else.
Does the flick rate determine that?

down to decrease and up to increase. There is no tapping associated with
changing speech rate.
