If I'm understanding the question correctly, you should just be able to use the
"Import" button.
• Navigate to the other Library in your Source List.
• Wait a bit for the Library to load, this may take various amounts of time
depending on the size of the Library.

It is interesting that it can be done visually by dragging a song from one
library to another. I am surprised this doesn't seem to work with VoiceOver.

When using iTunes home sharing, how does one use VoiceOver to copy a song in to
a library that is being shared? I can see the desired library but the copy and
paste commands don't seem to be actually placing the song in that library.
