I find the 4S to be much more responsive than the 4.

While what you said might be true, it is equally true that the new iPhone will
take at least 6 months to release here in India.
And we also can't be sure that the price of the 4S will decrease, because the
price of the iPhone 4 (8GB) which was released along with the 4S is actually

If you can, why not wait until the new iPhone comes out? At the most, its
release is probably 4 months away. At this time, you can pick up the new
iPhone or, get the 4S at a lower price.
The processor is really the biggest difference between the 4 and 4S. The 4S is
using a dual core pro
Another factor to consider is longevity. If you plan to keep the phone
until it dies then getting the newer 4S means you'll have a longer
support life than the 4. If you tend to turn over your phone every 2-3
years then it probably doesn't matter as much.
