I'm seeing this as well sometimes. It seems to be random, would also like to
retract some stuff I said earlier about Mac OS updates. The kernel fixes are
more obvious if you play with it a bit. I have had a bit of time to heavily

I wanted to correct you on something, the watchOS 3.1 beta is for developers
only.

The reason it gives you the option of installing a profile on the watch is
because the watch is paired with the iPhone. There’s no watch profile for
public beta testers, so that article clearly doesn’t know what it’s talking
about.
