I'm seeing this as well sometimes. It seems to be random, would also like to retract some stuff I said earlier about Mac OS updates. The kernel fixes are more obvious if you play with it a bit. I have had a bit of time to heavily load the system and run regular workload through it. Seems to be a large improvement even though I don't use a lot of the new features. The universal clipboard thing is really neat though and the music fixes. And it takes more tabs to be open before Safari becomes unusable. Will report this bug if I can produce it consistently as well as one other bug. It seems if you have muted voiceover sounds, then you mute speech, when you unmute the speech it also unmutes the voiceover sound effects. This doesn't happen on iOS, only Mac OS.
