Two ways to get to it. First the Quick way is VO shift Command Left and Right Aeros. The When you get to Rate, VO Command Up and Down will adjust the rate. The long way around is in the vO Utility. Do a VO F8, Speech, VO Space on the voice that it’s using and VO right to rate. You can adjust it
