Hi,

Changing the rate with VO-cmd-up/down arrow in the Rate controller is a 
temporary or "On the fly" action.  The default rate is set within the VO 
Utility.  Press VO-f8 to open it, cmd-3 to bring up the Speech pane then 
navigate to the Rate area.  You could then enter a value or VO-up/down to 
modify the default.
