I don't know if you have a keyboard in your Braille display but I know on my
Refreshibraille I can hold down the space bar and press the letter m (dots 1,
3, 4) to toggle speech on or off. That seems to work on both Mac and iOS.

use a modifier key. The default is right option, but you can choose another. Go
to the add button and press it. Type the key you want to use
I've set up a keyboard commander for this, or you could assign the command to a
braille key combination. Or, you can hit vo-h, then h again, go into the audio
menu, and find the mute option you want. Of course, if you mute speech or
Voiceover and have no command to un-mute it, you'll be stuck.
