You can set up a keyboard commander. Go into vO utility with VO-f8. Find the 
commanders area and make sure keyboard commander is enabled. The commands will 
use a modifier key. The default is right option, but you can choose another. Go 
to the add button and press it. Type the key you want to use. I use V.. Press 
the menu button popup next to it. This is a list of VO scripts. you’ll have to 
find the audio submenu and use right-arrow to go into it. Find “mute speech 
toggle and press VO-space to choose it.

You will now be able to toggle speech on or off with this command.
