Yes, you can restore a file, folder or the whole system with time-machine.
For a file/folder:
Go into find and Selected Dr., Rao Time Machine backup is made.
There you will see folders and each has the name of the dates when the backup
is made.

Well, I went ahead and did it.
I booted from the DVD, launched VoiceOver, chose my main language and
went into the utilities menu. I clicked on Restore system from Backup
or something similar, and just followed the instructions from there.

Before reading your DVD suggestion, my wife got the restore in Time
Machine and things seem quite weird - Finder says my Macintosh HD has
almost twice as much

Insert the DVD into your drive.
When starting up your Mac, when you hear the usual startup tone you
hold down the C-key and the drive should start spinning. After a
couple of minutes you should be in the Language Chooser, if all goes
well and you can then start VoiceOver.

like a bunch of Finder windows were opened and, without my wife, I

I am pretty sure you need to do a DVD reboot and then to select the
Time Machine backup day of your choice to do a full system restore.
If you just launch Time Machine and click on "restore", you'll resto
