The first time I did it, I looked at the drive's volume name and it
had not changed to what I had entered.
I figured the 0% was a quick format as in Windows. This had been
formatted with NTFS so looked at the
If security is set to a simple format, as is the default, then the filesystem
header and partition tables will be laid out, and this takes almost no time
whatsoever. If you set security level to anything above 0%, though, you can
expect to wait a good while as the entire disk is written over.

There was absolutely no doubt when it did work. Because Voiceover
goes mad when landed on the progress,
Formatting takes time, leave it to get on with it, check it later.
