It is a case of you need to turn off an attention needed feature under
settings general and accessibility

to get face id to work correctly.

Face ID can use either your face only, or for extra security, it can require
eye contact. So, for the blind user, you would disable the requirement of the
eye contact prior to Face ID setup and you'd be good to go.
