You can create ringtones using itunes for any song you purchased there.
There may, however be a restriction on creating them from your own music.
Perhaps someone will correct me if I'm mistaken.

One can create ring tones from music you own by using garage band's ring
tone feature. Just make sure that the music you use in no longer then 30 -
40 seconds long.

But I'm not sure how much jail breaking the device screws up the workings
for VO. It does in a few cases at least it did on a friend of mines device.
