There is a checkbox that says Allow cursor wrapping. VO+Space, and uncheck
it.
Then close your Voiceover Utility, and you should be good to go.

The setting is the checkbox Allow cursor wrapping and it should be unchecked.
It’s in Navigation in the VoiceOver Utility.
