Oh, I think this is under the Navigation category in the Voiceover Utility. There is a checkbox that says Allow cursor wrapping. VO+Space, and uncheck it.

Then close your Voiceover Utility, and you should be good to go.

I can’t for the life of me remember where this setting is:
But now voiceover doesn’t stop at the bottom of the screen.
It goes back to the top again.
But where is the settings for this?
It drives me mad!
