Oh, I think this is under the Navigation category in the Voiceover Utility.
There is a checkbox that says Allow cursor wrapping. VO+Space, and uncheck
it.
Then close your Voiceover Utility, and you should be good to go.

But now voiceover doesn’t stop at the bottom of the screen.
It goes back to the top again.
But where is the settings for this?
