Actually i got it working for me.
I just held it over the camera and it worked.

Hi I know the last couple of times I wiped and setup my watch (series 4) I used
the camera,
I held the face of the watch up to the camera on the back of the phone and then
moved it away slowly,
At a point the phone and watch beep etc and it will start the setp.

Exactly as I outlined in my original post. Once you get to the 30 cm distance
away, you should move very slowly, but it does, and did, work for me.
